How to Become a Tennessee Resident: Deadlines, Proofs and the Paperwork From Your Closing

Custom Image

Quick answer (as of November 2026) You become a Tennessee resident by living here with the intent to stay and backing it up on paper. New residents have 30 days after establishing residency to get a Tennessee driver's license, and should register their cars within 30 days of the move. For the license, bring two proofs of Tennessee residency from different sources, issued in the last four months. If you bought a home here, your mortgage contract or deed of sale paperwork counts as one. Tennessee doesn't tax wages, and the emissions test is gone in every county that used to require one.

The house closed, the truck's unloaded, and two 30-day clocks started the day you moved in. Show up at Driver Services with two bills from the same company, or a statement that's five months old, and you'll be going back home for another document.

I sold real estate in San Diego before I moved to Middle Tennessee, and I live in Canterbury in Thompson's Station now. Here's the whole process, agency by agency, including the proof you may already have from your closing. If you're buying here and want help lining it up, DM me, text or call 615-392-1186.

What are the Tennessee residency requirements?

Tennessee doesn't have one residency test. Each agency sets its own: the Department of Safety for your license, the county clerk for your car, the Secretary of State for voting, your college for tuition and TWRA for hunting and fishing licenses. Here's each one as of November 2026.

What Deadline or wait Where What proves residency
Driver's license No later than 30 days after you establish residency A full-service Driver Services Center Two proofs of Tennessee residency from different sources
Car title and registration Within 30 days of the move Your county clerk Two documents from the Department of Revenue's main list, or one from it plus one from its second list
Voter registration At least 30 days before the election Online, by mail, the county election commission or county clerk, or at Driver Services The place you live and intend to return to
Resident hunting and fishing license As soon as you hold a Tennessee license or state ID A TWRA license agent Your Tennessee license or ID, or two documents after 90 days here
In-state college tuition Decided by the school The school's residency office Your domicile in Tennessee; a license or a house alone isn't enough

How do you establish residency in Tennessee?

You establish residency in Tennessee by living here with the intent to stay and taking actions that match. The Tennessee Secretary of State defines your residence as the place where your home is fixed and where you intend to return when you're away, and says a person can have only one.

The state looks at things like owning or renting a home here, where you work, where your car is registered, where you pay taxes tied to residence and where you're licensed to drive. Here's the order I'd do it in:

  1. Close on your home or sign your lease, and keep every page.
  2. Put your utilities, bank account and auto insurance at the new address.
  3. Get your Tennessee driver's license within 30 days.
  4. Title and register your cars at the county clerk within 30 days.
  5. Register to vote.

What are two proofs of Tennessee residency?

Two proofs of Tennessee residency are two original documents, from two different sources, that show your name and your Tennessee home address and were issued within the last four months. The Department of Safety accepts these as of November 2026:

  • A mortgage contract, or a receipt including the deed of sale for the property
  • A lease, but only with a signed letter from the landlord dated within the last 30 days, and it counts as one proof
  • A utility bill: electric, water, gas, cable or landline phone
  • A bank statement
  • A letter from your employer on company letterhead with an original signature, or notarized if there's no letterhead
  • A pay stub, work ID or badge with your home address on it
  • A W-2 from the last 12 months, from a different company than the pay stub
  • An unexpired auto, life or health insurance policy
  • A Tennessee vehicle registration or title, one or the other
  • A Tennessee voter registration card
  • A receipt for personal property or real estate taxes paid in the last 12 months
  • A Tennessee license or ID held by your spouse, parent or legal guardian, with proof of the relationship

Four rules come with that list:

  1. Same source counts once. A water bill and a gas bill from one utility are one proof, and so are your Tennessee registration and title.
  2. Bring originals. No photocopies, no insurance wallet cards and no checks.
  3. Your name and your home address both have to be on it. A document with your name and no residential address won't be accepted.
  4. Watch the dates. Everything has to be issued within four months unless the list says otherwise, like the W-2.

Homeowners insurance isn't on the list. The state names auto, life and health policies only, so move your car insurance to your Tennessee address early.

Do your closing papers count as proof of Tennessee residency?

Yes. The Department of Safety lists a mortgage contract, or a receipt including the deed of sale for the property, as a proof of Tennessee residency. The Department of Revenue accepts a fully signed mortgage contract or a receipt including the deed of sale for your car registration too. If you bought a home here, your closing paperwork covers one of your two proofs.

Here's how I'd use it:

  1. Keep the paperwork from your closing together, and bring the mortgage contract or the deed of sale paperwork itself. The state takes originals, not photocopies.
  2. Pair it with a second proof from a different source, like an electric or water bill, a bank statement with your new address or your auto insurance policy.
  3. Use it while it's current. The four-month rule applies to closing papers too, and your 30-day license deadline comes first anyway.

Paid cash? You won't have a mortgage contract, but the receipt including the deed of sale is on the same line. Still shopping for the house? How long do you have to get a Tennessee driver's license after moving?

You have 30 days. The Department of Safety says new residents with a license from another state must get a Tennessee license no later than 30 days after establishing residency, at a full-service Driver Services Center.

Here's the visit, step by step:

  1. Apply online through the state's e-Services and upload your documents for pre-approval. Allow up to five business days. You can set an appointment there too.
  2. Bring originals or certified copies: one proof of U.S. citizenship or legal presence, one proof of your Social Security number and two proofs of Tennessee residency. Pre-approval doesn't replace the originals.
  3. Turn in your out-of-state license. Tennessee doesn't let a resident hold more than one valid license or ID.
  4. Take the vision screening. If your old license expired more than six months ago, you'll also take the knowledge test and the road test.

Coming from California, Connecticut, Illinois, Nevada or West Virginia? Get a Motor Vehicle Record from your old state before you go. A standard Class D license costs $28 for eight years, plus a $4 fee if a county clerk partner issues it. REAL ID is optional.

How do you register a car in Tennessee as a new resident?

Title and register your car at your county clerk's office within 30 days of the move. That's the Department of Revenue's rule, with limited exceptions, like students from other states attending Tennessee schools.

Bring these, per the Department of Revenue:

  1. Proof of identification. A photo driver's license from any U.S. state works.
  2. Proof of residency: two documents from Revenue's main list, or one from the main list and one from its second list. Your mortgage contract or deed of sale receipt is on the main list. On military orders? Your stationing orders and current Leave and Earnings Statement count.
  3. Your most current out-of-state registration.
  4. Your out-of-state title, or your lienholder's name and address if you still owe on the car.

In Williamson County, a new resident's title and registration costs $68.75 as of November 2026, covering the plate, the title and the wheel tax, plus $11 if there's a lien. Everyone whose name will be on the registration has to be there. Spring Hill sits in both Williamson and Maury counties, so check which clerk you belong to first. My guide to which county Spring Hill is in shows how to tell.

Either order works for the license and the car. If you register the car first, your Tennessee registration counts as one of your two proofs at Driver Services.

Do you need an emissions test in Tennessee?

No. As of November 2026, you don't need an emissions test to title or register a car in Williamson, Maury or Davidson County. Testing only ever ran in six Tennessee counties, and all six have ended it.

The state program covered Hamilton, Rutherford, Sumner, Williamson and Wilson counties. A 2018 Tennessee law ended it 120 days after the EPA approved removing it, and the EPA's approval took effect September 16, 2021. Davidson County ran its own test until Metro Nashville ended it effective February 5, 2022. Maury County was never part of the program.

How do you register to vote in Tennessee?

Register at least 30 days before the election you want to vote in. The Secretary of State lets you register online, by mail, at your county election commission or county clerk's office, or during your license visit at Driver Services.

If you register online or by mail, plan to vote in person in your first election, unless you're on the permanent absentee list, enrolled in Safe at Home or have voted in that county before. Your Tennessee voter registration card also counts as one of your two proofs of residency.

How does in-state tuition residency work in Tennessee?

Public colleges in Tennessee decide in-state tuition by domicile, meaning your true, fixed and permanent home, under rules the state and the University of Tennessee System set for every public college. The University of Tennessee, Knoxville says owning property or holding a Tennessee driver's license alone doesn't make a student in-state.

Students under 24 generally take their parents' domicile, unless they're married, a parent, a veteran or on active duty. Independent students have to show clear and convincing evidence that they didn't move here mainly for school. If tuition is part of your plan, call the school's residency office before you pick a move date.

When can you buy a resident hunting or fishing license in Tennessee?

You can buy resident hunting and fishing licenses as soon as you have a Tennessee driver's license or state ID. Without one, TWRA asks for 90 consecutive days in Tennessee with the genuine intent to make it your permanent home, plus two documents.

Those documents can be a Tennessee voter registration card, a Tennessee vehicle registration or title, a Form I-94, or a mortgage contract or deed of sale receipt, which is your closing paperwork again. A Tennessee real estate tax receipt from the last year counts too. You'll need your Social Security number to buy any license.

What changes for your taxes when you become a Tennessee resident?

Your paycheck changes first. Tennessee has no state income tax on earned income, so there's no state withholding, according to the Tennessee Department of Revenue. The Hall tax on interest and dividends was repealed January 1, 2021.

Property tax is where you'll pay. The county assessor sets your home's appraised value, state law assesses a home at 25 percent of that value, and the county commission sets the rate. The Tennessee Comptroller uses this example: a $400,000 home is assessed at $100,000, and at $2.50 per $100 of assessed value, the tax is $2,500. On a Spring Hill address, the county line changes the bill, and my Spring Hill property tax guide shows both sides.

The state also runs property tax relief for low-income elderly and disabled homeowners and for disabled veteran homeowners or their surviving spouses, and you apply through your county trustee. As a Coast Guard veteran myself, I wrote up the veteran exemptions in Williamson County. Moving on military orders? Here's my 30-60-90 day PCS plan.

Property tax figures are the county and city rates published for the year shown and are for planning only. Your actual bill depends on the assessed value, any exemptions and the city or district the home sits in. Confirm with the county assessor or trustee and your tax professional before you rely on a number.

Can you be a resident of two states?

Not in Tennessee's eyes. The Secretary of State says a person can have only one residence, and the Department of Safety says Tennessee doesn't let a resident hold more than one valid driver's license or ID. How your old state treats the year you move is up to that state, so ask your CPA.
