Moving to Franklin, TN: The Checklist Before and After You Pack

Custom Image

Quick answer (as of November 2026) Before you move to Franklin, TN, check four things on every address you're considering: whether it's inside Franklin city limits, which of two public school districts it's in, who supplies the water, and what the FEMA flood map shows. A Franklin mailing address doesn't answer any of them. After the move, Tennessee gives you 30 days to get a Tennessee driver license and says to register your vehicles within 30 days. In Franklin, that means the Franklin Driver Service Center at 3830 Carothers Parkway and the Williamson County Clerk at 1320 West Main Street.

Send me the moving guide

You've got a Franklin address saved on your phone and a moving date on the calendar. The trouble is that the mailing address tells you very little about the tax bill, the school district, who sends the water bill or whether the City picks up your trash. Each of those comes down to a line on a map, and the ZIP code doesn't tell you which side of it you're on.

I've made a long move myself. I sold real estate in San Diego before I moved to Middle Tennessee, and I live in Canterbury, in Thompson's Station. I've been selling real estate since 2013, with more than 500 transactions behind me. This is the checklist I run with buyers moving to Franklin: where to look, what to verify on each address, and what to get done in your first 30 days.

What should you check before moving to Franklin, TN?

Before you move to Franklin, TN, check four things on every address: city limits, school district, water provider and flood zone. Each one changes your monthly costs or your paperwork.

Check Why it matters in Franklin Where to look it up
City limits The City of Franklin property tax and City trash pickup apply only inside the limits U.S. Census geocoder, under "Incorporated Places"
School district Franklin Special School District (FSD) or Williamson County Schools (WCS), and FSD carries its own property tax FSD district map and the WCS zone finder
Water provider The City of Franklin or one of three utility districts, and sewer can come from the City even when water doesn't The seller's recent bills, then the provider
Flood zone Flood insurance, which you'll want priced before your inspection period ends FEMA Flood Map Service Center

If you're still deciding whether Franklin is the right town at all, start with whether Franklin is a good place to live and the cost of living in Franklin. This page assumes you're moving and want the steps.

Is a Franklin, TN address always inside Franklin city limits?

No. A Franklin, TN mailing address can sit in the Town of Thompson's Station or outside any city. As of November 2026, the U.S. Census geocoder puts 1733 Lewisburg Pike, Franklin, TN 37064 in the Town of Thompson's Station, and 4154 Old Hillsboro Road, Franklin, TN 37064 in unincorporated Williamson County. 1000 Westhaven Boulevard, by contrast, is inside Franklin city limits.

Here's what changes with that line:

  1. City property tax. Inside the limits, you pay the City of Franklin's $0.296 per $100 of assessed value on top of the county rate, per the City. The Williamson County Trustee bills and collects it.
  2. Trash. The City's Sanitation and Environmental Services department collects trash, recycling, brush and yard waste from homes inside city limits. Outside them, Williamson County residents can use the county's convenience centers at no charge with proof of residency.
  3. Town rules. A home in Thompson's Station follows that town's rules and tax. My guide to Thompson's Station vs Franklin covers what changes when you cross the line.

To check an address, type it into the Census geocoder and look at "Incorporated Places." "Franklin city" means inside the limits. A blank means unincorporated county. My Franklin ZIP codes guide explains how 37064, 37067 and 37069 split up.

Property tax figures are the county and city rates published for the year shown and are for planning only. Your actual bill depends on the assessed value, any exemptions and the city or district the home sits in. Confirm with the county assessor or trustee and your tax professional before you rely on a number.

Where should you look in Franklin, TN?

Sort Franklin, TN by side of town first, then check each address. The neighborhoods below are all inside Franklin city limits at the sample address, and the City's own address records name each subdivision.

Side of town Neighborhood Sample street and ZIP Straight-line distance from downtown
Downtown Historic district homes 3rd Avenue South, 37064 Starting point
West Westhaven Donovan Street, 37064 About 2.7 miles west
North Fieldstone Farms Alton Park Lane, 37069 About 2.7 miles north-northwest
East McKay's Mill Kirkwood Drive, 37067 About 3.9 miles east
Southeast Lockwood Glen Rafferty Court, 37064 About 3.7 miles southeast
South Berry Farms Captain Freeman Parkway, 37064 About 4.3 miles south-southeast

Distances are straight-line from 109 3rd Avenue South, measured November 2026. Cool Springs, home of CoolSprings Galleria at 1800 Galleria Boulevard, sits about 3.6 miles northeast, also inside the city, in 37067.

Straight-line miles won't tell you how long the drive is. Drive from the side of town you like to where you'll work, at the hour you'd really leave, and use my guide to how far Franklin is from Nashville for the main routes. Which school district is a Franklin, TN address in?

A Franklin, TN address is in either Franklin Special School District (FSD) or Williamson County Schools (WCS), and only the address decides which. FSD's eight schools serve pre-kindergarten through 8th grade. Its boundaries were set in 1986 by the Tennessee General Assembly and frozen, so they don't cover the whole city today, per the district.

WCS covers the rest. Its School Board sets the zones, and the district says zones may change when a building goes over capacity or a new school opens, so check the current year. You must live in Williamson County to attend WCS.

To check an address:

  1. Type it into the FSD district map. FSD answers zone questions at 615-794-6624.
  2. Run it through the WCS zone finder. Abbreviate the street type ("Rd." or "St.") and leave the ZIP field blank, as the district asks.
  3. FSD stops at 8th grade, so check the WCS zone finder for high school too.

If you're enrolling a student, WCS enrollment opened online registration for the 2026-27 school year on March 16, and the parent or guardian finishes registration at the school. Bring a certified birth certificate and school records. A student coming from an out-of-state school needs an original Tennessee School Immunization Certificate at registration, which a private physician or the Williamson County Health Department at 1324 West Main Street can provide. High school registration takes an appointment with the school's counseling office.

For out-of-zone requests, WCS lists a portal that opens February 4 with an April 15 deadline, unless you're new to the district. Looking at private schools as well? See private and Christian schools near Franklin.

What utilities do you set up when you move to Franklin?

In Franklin, TN, you'll set up water and sewer, electric, gas and trash, and the address decides who supplies the water. The City of Franklin's new resident page lists these providers as of November 2026.

Service Provider the City lists What to know
Water and sewer City of Franklin $50 non-refundable application fee. The first bill comes about 30 to 45 days after connection.
Water HB&TS Utility District, (615) 794-7796 Serves part of Franklin
Water Mallory Valley Utility District, (615) 377-3374 Serves part of Franklin
Water Milcrofton Utility District, (615) 794-5947 Serves part of Franklin
Electric Middle Tennessee Electric Confirm for the address
Gas Atmos Energy Confirm for the address
Trash and recycling City of Franklin Sanitation, inside city limits Containers out by 7 a.m. on pickup day

One address can pay two utilities. The City provides sewer, trash and stormwater service for about 10,500 customers who get their water from the three other districts, per its Billing and Licensing department. Ask the seller for a recent bill from every provider, so you know who to call and roughly what to expect.

Start City water and sewer service on the City's start/stop service page before closing day. Billing and Licensing is at its interim location, 204 9th Avenue South. My guide to living in Franklin shows which water provider serves each side of town.

When should you time your move to Franklin?

Time a move to Franklin around three dates: the school registration window, January 1 for property tax, and the 30-day clocks that start when you become a Tennessee resident.

  1. School registration. WCS opened new-student registration for 2026-27 on March 16, so check the district's enrollment page for the year you're moving.
  2. January 1 and your tax bill. Williamson County mails property tax notices each October to whoever owned the home on January 1. Buy after January 1, and that fall's notice can go to the seller. If you don't have a statement by the end of October, call the Williamson County Trustee at 615-790-5709. Taxes are due the first Monday of October and become delinquent March 1. To change the mailing address on your parcel, call the Property Assessor at 615-790-5708.
  3. The 30-day clocks. Your license and vehicle registration deadlines run from when you establish residency, so book the license appointment before the movers arrive.

For closing-day costs, see my guide to closing costs in Tennessee.

What do you do in your first 30 days after moving to Franklin?

In your first 30 days in Franklin, TN, get your Tennessee driver license, register your vehicles with the Williamson County Clerk, register to vote and confirm your utilities and tax mailing address. Tennessee requires the license within 30 days of establishing residency and says to register vehicles within 30 days of the move.

  1. Get your Tennessee license at the Franklin Driver Service Center, 3830 Carothers Parkway, open Monday through Friday from 8:30 a.m. to 5:00 p.m., (615) 790-5515. You can apply online first and have your documents pre-approved, which takes up to five business days, per the Tennessee Department of Safety. Bring originals or certified copies. Your mortgage contract or deed counts as one proof of residency, and you still need a second.
  2. Register your vehicles. The Williamson County Clerk handles it at the Administrative Complex, 1320 West Main Street, (615) 790-5712. For new residents, the County Clerk asks for ID, your out-of-state title (with the lienholder's full name and mailing address if there's a loan) and your current out-of-state registration. The fee is $68.75, which covers the plate, title and wheel tax, plus $11 with a lien, as of November 2026. Everyone whose name goes on the registration has to be there.
  3. Register to vote. The Williamson County Election Commission is in the same complex, (615) 790-5711. You can also apply when you get your license, and the Driver Service Center sends the application to the county.
  4. Confirm utilities and trash day. Make sure every account is in your name. Inside city limits, look up your pickup day on the City's sanitation pages.
  5. Check your tax mailing address. Call the Property Assessor at 615-790-5708 if the parcel still shows the seller's address.
