Which “Franklin” new construction isn’t in Franklin city limits?
Three communities selling new homes with a Franklin mailing address sit outside Franklin city limits as of November 5, 2026, per the US Census geocoder and the City of Franklin’s own city limits map.
| Community | Builder | Builder-published price, Nov 5, 2026 | Where it actually is |
|---|---|---|---|

Two Thompson’s Station communities use Franklin 37064 addresses too: Station Hill and Garrett Farms. My Williamson County new construction guide covers them, and my Thompson’s Station new construction page has the rest of that town. For why a ZIP code doesn’t settle the question, see Franklin’s ZIP codes explained.
New Construction Homes for Sale in Franklin
Homes built 2025 or later with a Franklin address, from the MLS. Some sit outside Franklin city limits, so check the address before you count on city services or the city tax rate.
What changes if a “Franklin” home is outside city limits?
The tax bill changes first. A home inside Franklin city limits pays the City of Franklin’s 2026 rate of $0.296 per $100 of assessed value on top of the county rate. A home in unincorporated Williamson County doesn’t. Inside the Town of Thompson’s Station, the town’s $0.103 applies instead. The Franklin Special School District adds its own rate in the area it serves, inside the city or out.
Tennessee assesses a home at 25% of its appraised value. Here’s what the 2026 rates do to a $1,000,000 appraisal:
| Where the home sits (2026) | Combined rate per $100 | Yearly tax on a $1,000,000 appraisal | Communities on this page |
|---|---|---|---|
| Inside Franklin, Williamson County Schools area | $1.566 ($1.27 county + $0.296 city) | About $3,915 | Poplar Farms, Westhaven, SouthVale, Colletta, Monticello |
| Inside Franklin, Franklin Special School District area | $2.2433 ($1.9473 county and FSSD + $0.296 city) | About $5,608 | Reese, Franklin Ridge, Magnolia Green, Margin District |
| Unincorporated Williamson County | $1.30 | About $3,250 | Starnes Creek |
| Unincorporated, Franklin Special School District area | $1.9773 | About $4,943 | Laguna |
| Town of Thompson’s Station | $1.403 ($1.30 county + $0.103 town) | About $3,508 | McClain |
The school-area column comes from the City of Franklin’s school boundary map as of November 2026. Ask me to confirm the tax district for the exact lot before you budget. The Williamson County Trustee collects the county tax and the Franklin and Thompson’s Station rates.
Property tax figures are the county and city rates published for the year shown and are for planning only. Your actual bill depends on the assessed value, any exemptions and the city or district the home sits in. Confirm with the county assessor or trustee and your tax professional before you rely on a number.
Services follow different lines from taxes. Water comes from whichever utility district covers the lot, and it isn’t always the City. As of November 2026, the City’s maps show Milcrofton Utility District at Poplar Farms, Colletta, Starnes Creek and Laguna. The Hillsboro, Burwood and Thompson’s Station Utility District serves Westhaven, SouthVale and McClain, and Mallory Valley Utility District serves Franklin Ridge. City of Franklin water serves Reese, Monticello, Magnolia Green and the Margin District. City trash pickup is mapped in Westhaven and Franklin Ridge but not in Poplar Farms or SouthVale, even though both are inside the city, so ask the HOA how trash works. I check all of this on every address before you write an offer. For more on where the line falls, read Thompson’s Station vs. Franklin.
Are Franklin builders offering incentives right now?
Some are, and the offers move week to week. On November 5, 2026, Drees Homes, which builds Starnes Creek, was advertising up to $30,000 toward structural options, design upgrades or financing with its lender, First Equity Mortgage. The offer covers firm purchase agreements accepted October 1 to November 22, 2026 on homes that can close by December 22, 2026, and the amount varies by community and plan. It can’t be taken as cash or a price cut, and Starnes Creek isn’t on its exclusion list.
Most builder offers work like that one. They’re tied to the builder’s own lender and to a contract deadline a few weeks out. If a builder offers to pay for a rate buydown, run it through my buydown calculator to see what the same money would do as a price cut. I keep a running list of builder promotions every week, and this week’s builder offers are here.
Rates, APRs, buydowns and builder incentives on this page are published by the builder or lender named, were read on the date shown, and can change or end without notice. They are not an offer of credit from me or eXp Realty, and I am a licensed Realtor (TREC 369038), not a mortgage lender. Confirm the current terms, APR, eligibility and any lender requirement in writing with the builder or lender before you rely on them.

Do you need your own agent to buy new construction in Franklin?
You don’t have to have one. The sales consultant in the model home works for the builder, though, and the purchase contract is the builder’s own form. Each builder has its own rules for registering a buyer’s agent, so bring your agent on your first visit and ask for the policy in writing.
When I work with a new construction buyer in Franklin, I put the builder’s price and offer next to resale homes nearby, check the city line, school district and water provider for the lot, and read the builder’s contract with you before you sign it. If you’re moving from out of state, I’ll record a video walkthrough of the model or the quick move-in home and send you an unlisted YouTube link you can rewatch as many times as you want. Here’s how I work with relocation buyers.
Should you buy new or resale in Franklin?
It depends on your budget, your timeline and how much finishing work you want to take on. A builder’s “from” price can sit well under Franklin’s resale median. Meritage’s Poplar Farms homes start at $732,410, and the median single-family sale in Franklin was $1,322,124 in October 2026. Higher up, Franklin Ridge, Westhaven’s single-family homes and Colletta run from $1,654,995 to $2,940,740.
| New construction | Resale | |
|---|---|---|
| Price you see | Base plan “from” price, before options and lot premium | The whole house, as is |
| Timing | Quick move-ins now; some homes are dated months out (Franklin Ridge’s is Feb. 2027) | Franklin single-family homes averaged 60 days from contract to closing in October 2026 |
| What’s finished | Fence, window treatments and a grown-in yard are often still on you | Usually already done |
| Negotiating room | Incentives tied to the builder’s lender and deadlines | In October 2026, Franklin had 5.48 months of single-family supply, and listings took 87 days to go under contract on average |
Based on information from Realtracs® for the period October 1, 2025 through October 31, 2026. These figures cover homes with a Franklin mailing address, which includes some outside city limits. My Franklin housing market report has the rest of the October numbers.
I’ll put two or three new builds and two or three resale homes side by side for you, at the same price, on the same side of town.
